1. Summary of Conditions
All U of T Scarborough Parking Permits
  1. are for the use, and remain the responsibility of the person in whose name the permit was sold;
  2. remain the property of the University of Toronto Scarborough Parking Services, and cannot be resold or permanently transferred to another person without the express written consent of U of T Scarborough Parking Services;
  3. must be surrendered upon request of Parking Services or Campus Police Services employees;
  4. are issued for the use of registered vehicles only (as applicable);
  5. are not to be duplicated or altered in any form;
  6. to be valid, a hanging permit must be displayed hanging from the rear view mirror facing forward so that the permit number is visible; a cash receipt or ticket must be displayed on the dash so that the date and/or expiry time is visible.
  7. must be promptly returned to the Parking Services Office if they are cancelled, revoked or refunded;
  8. Proximity (access) cards cannot be displayed in lieu of a hanging permit.
In accepting a parking permit, the permit holder agrees to abide by these U of T Scarborough Parking Rules and Regulations and the following
  1. to display his/her permit at all times when parking on campus;
  2. to park in authorized parking areas designated by Parking Services - individual Faculties, Departments or campus operations cannot give this permission;
  3. to park in an orderly manner so as to occupy only the space required by one vehicle, and to do so without encroaching on adjacent parking spaces;
  4. to ensure that his or her parking permit is only used with vehicles registered to that permit (as applicable);
  5. to pay heed to requests by Parking Services staff or Campus Police concerning the parking of a vehicle;
  6. to obey all regulatory traffic signs on campus;
  7. to obey all parking directions given by Parking Services staff or Campus Police;
  8. to notify the Parking Office promptly of any changes of status, address, office location or telephone number, or vehicle license number (as applicable);
  9. to surrender any parking permit or ticket for inspection by Parking Service staff or Campus Police upon request;
  10. to assume all responsibility for the vehicles bearing his/her permit.
2. Jurisdictions
  1. These regulations apply in all parking areas owned by or administered by the University of Toronto Scarborough.
  2. All persons using University parking facilities are subject to these regulations. By accepting a parking permit or daily parking receipt/ticket, those persons using U of T Scarborough parking facilities agree to abide by these regulations.
  3. The Manager, Parking Services is responsible for the overall supervision and administration of parking lots and services. Any questions concerning parking areas should be referred to the Parking Services Office at 416-287-7576.
  4. Neither the University of Toronto nor any of its employees shall be responsible for loss of, or damage to any vehicle or contents however caused.
  5. These regulations reflect the current policies of the University of Toronto Scarborough and take into account the current availability of parking spaces. Should parking conditions change, Parking Services reserves the right to modify these regulations. These Rules and Regulations as provided through the U of T Scarborough Parking Services website are the most current, and take precedence over previously available versions.
  6. Parking permits remain the property of U of T Scarborough and cannot be resold or permanently transferred to another person without written consent of U of T Scarborough Parking Services.
  7. Repeated violations of parking regulations, improper or unauthorized use of parking permits or daily cash receipts/tickets, failure to pay fees, failure to comply with the instructions of Parking Control Officers and staff, may result in the withdrawal of parking privileges, University sanctions, and/or criminal investigation.
3. Permits and Eligibility
Eligibility
  1. Parking permits will be issued to successful applicants through the Parking Office, subject to availability.
  2. All registered students and University employees and persons who work in U of T Scarborough buildings may apply for a parking permit.
  3. Applicants must establish eligibility for parking permit purchases. Parking Services reserves the right to deny a permit in cases where it is assessed that an applicant does not meet required criteria.
  4. Only one permit is issued per person.
  5. Permits may be used only on vehicles bearing validated license plates. Failure to maintain validation of plates will result in revocation of parking privileges and/or tagging and/or towing of vehicles.
  6. A permit is authorized for the use of the applicant only. For permits that require proof of vehicle registration (Inner Lot and Residence permits), a permit is authorized for use only on the vehicle registered to its use.
  7. Valid parking permits or daily/hourly parking receipts/tickets must be displayed at all times. Please refer to the Parking Rates page for current rates and hours of operation.
  8. If a parking lot is filled to capacity, permit holders must search for a parking space in another lot to which their permit gives them access. No overflow parking is permitted on the hash marks, driveways, pedestrian walkways, or grass areas.
  9. Applications for permits must be made by the applicant in the Parking Office or via the Parking Services website. Permits will not be sold over the phone. Applications must be filled out in their entirely by the person named on the application. Permits will be sold only to the named applicant or an authorized representative. Credit cards will only be accepted as payment when presented and receipt signed for by the person named on the front of the credit card. Notes authorization in lieu of this original signature is not accepted.
  10. Full payment of parking fees must be submitted with the application prior to issuance of parking permit.
Permits
  1. Applications for permits must be made by the applicant in the Parking Office or Online. Permits will not be sold over the phone. Applications must be filled out in their entirety by the person named on the application. Permits will be sold only to the named applicant or authorized representative. Credit cards will only be accepted as payment when presented and receipt signed for by the person named on the front of the credit card. Notes of authorization in lieu of this original signature are not accepted.
  2. Full payment of parking fees must be submitted with the application or a permit will not be issued.
  3. Two or more University members may pool together and purchase one parking permit. Only one vehicle is allowed to use the permit at any given time. For North lot permits issued with a proximity card which allows access to the lots, a hanging permit MUST be displayed at all times; display of the proximity card is not accepted, and may result in issuance of parking infraction notices.
South Lot
  1. South Lot, Day and Evening permits are sold, subject to availability, to Staff and Faculty (please see Staff/Faculty Section), of U of T Scarborough, and to U of T Scarborough students requiring accessible parking.
North Lot
  1. North Lot, permits are available to U of T Scarborough employees and students, and are sold based on availability.
  2. North Lot, proximity cards must be used in conjunction with a hanging permit displayed from the vehicle's rearview mirror. Proximity cards are non-refundable, but may be renewed for additional terms upon the purchase of additional parking permits. Proximity cards may not be transferred to the use of another person.
Evening Permits
  1. Evening permits are available to U of T Scarborough employees by payroll deduction, and are sold based on availability.
  2. Evening permits are valid only after 4:00 pm Monday through Friday, and at all times on weekends and University holidays.
  3. A proximity card is required to open South or North Lot gates. Proximity cards are to be used in conjunction with a valid evening hangtag permit.
Residence Permits
  1. Residence permits can be purchased ONLY when accompanied by vehicle registration, with the last name and/or home address of the registered owner matching that of the applicant. This is required in order to ensure that permits are sold to and used by students living in residence only.
  2. The applicant must present a valid student card, and be verified as living in Residence by confirmation with the office of Student Housing and Residence Life.
  3. ONE VEHICLE PER RESIDENT ONLY. Permits are available on a first come, first served basis subject to availability. Students may purchase an North Lot permit if no space is available in Residence lots.
  4. Residence parking for South Residences is in Lots B, C, and E. Parking elsewhere with a South Residence permit is unauthorized and will result in issuance of Parking infraction Notices. Parking for the North Residences is available in Lot F and Lot E.
  5. South Residences permits are not valid in the North Residence lot, and North Residences permits are not valid in the South Residences lots.
  6. Guests of residents cannot park in Residence lots; parking is available at current rates in the South and North parking lots. See the Parking Rates page for rate information. Free passes will NOT be issued to visitors except on weekends. Residents may purchase North Lot parking for their guests from the Parking Office at a flat rate per night, and must provide their guest's vehicle information on an application form. Guest permits are sold subject to space availability.
  7. Residents who wish to purchase parking for a short duration may purchase North Lot parking for said period on a flat rate per day basis, as space is available.
Recreation Center/Athletics Parking
  1. Members of the Scarborough community are invited to purchase Athletics memberships and parking for such purpose. Athletics parking permits are to be used by these members of the community only, and are not for the use of University of Toronto Scarborough students, staff or faculty. Improper use of community member permits may result in forfeiture of permit privileges and tagging/towing of vehicle. Maximum allowable time for parking is three (3) hours. Vehicles bearing Athletics parking permits can park in the Lot D(South Visitor Lot) or Lot 3(North Lot).
Staff and Faculty
  1. Newly-hired eligible staff and faculty may apply for North Lot Parking. Persons requiring accessible, barrier-free parking may contact the Parking Office for information about South Lot Accessible parking.
  2. Staff and faculty who hold a valid South lot permit paid by payroll deduction have renewal privileges and may keep their existing permits through subsequent years. Cancellation of the permit forfeits renewal privileges. Exceptions are made for employees on leave (eg: parental, sabbatical, illness). Please inquire with the Manager for further information.
Temporary Employee Permits
  1. Temporary permits are available to accommodate staff working at UofT Scarborough for a period of less than one year or for an indefinite period (i.e. replacement for staff on medical leave).
  2. Temporary permits are not available to undergraduate or graduate students, teaching assistants, or contract faculty.
  3. Temporary permits are sold on a monthly basis. The permit price is equivalent to an nnual permit divided by 12, and sale depends on availability. There are no refunds for partially used months, and only one permit may be purchased at a time.
  4. Eligible staff may obtain an application form from Human Resources. The form must be signed by a representative of Human Resources Services and brought to the Parking Office for processing. This form is required only for the purchase of the applicant's first temporary permit. Subsequent purchases require only completion of an application form available in the Parking Services office.
St. George Campus Parking Permits
  1. The UTSC Parking Office sells the following unreserved permits to eligible Staff and Faculty only, for use at the St. George Campus: Staff/Faculty Permits: Eight- or twelve-month permits used in conjunction with a of UofT Scarborough permit. Payment may be made either by payroll deduction (if eligible) or credit card.
  2. Employees holding valid St. George campus parking permits may park at UT Scarborough's North Lot 3 at no additional charge. If access to Lots 4 and 5 are preferred, the St. George employee may purchase a proximity card for access to these lots. Please contact Parking Services for details. NOTE: St. George Commercial and Student permits are not honored in UofT Scarborough parking lots.
UTM/UofT Scarborough Reciprocal Parking Agreements
  1. U of T Scarborough South Lot, North Lot and Lot H annual Staff/Faculty permits (on Payroll deduction) are valid at UTM unreserved general parking areas.
  2. UTM staff/faculty permits (Unreserved, Premium Reserved, Reserved CCT garage, Reserved Lot 5 and Reserved Lot 1 permits) are accepted in the North Lots at UofT Scarborough, Lot 3. If access to Lots 4 and 5 are preferred, the UTM employee may purchase a proximity card for access to these lots. Please contact Parking Services for details.
  3. U of T Scarborough students who also attend classes at either the St. George or UTM Campuses must purchase parking from those respective parking offices. St. George parking inquiries - 416-978-7275. UTM Campus parking inquiries - 905-828-5254.
4. Daily Parking
  1. Daily parking is available to visitors to the University. Please visit our web site for current rates. Rates are posted at the Visitor meters.
  2. Short-term pay & display parking is available in Visitor Lot D. This area is meant for stays of less than 4 hours. Payment is made by coins, Visa, Master Card or American Express. Receipts must be displayed on the vehicle's dashboard, face up, and must be clearly visible from the outside. Receipts do not display credit card information.
  3. Notes or proximity cards left in lieu of receipts, tickets or permits will not be accepted.
  4. Daily flat-rate parking of $7.50 is available at North Lot 3 (Ellesmere Road entrance). Payment is made by coins, Visa, Mastercard or American Express at the pay & display meters provided. Receipts must be displayed on the vehicle's dashboard, face up, and must be clearly visible from the outside. Receipts do not display credit card information.
  5. Daily flat-rate parking of $7.50, is available at North Lots 4 and 5 (Military Trail entrances). Payment is made on exit by credit card at the exit gates, for Lots 4 & 5, please take a ticket upon entrance. If you only have cash/coins you may pay across the street at the "Pay Station" beside the Intstructional Centre doors. You need to take your entrance ticket to the "Pay Station" and once you pay the fee, it will validate your ticket for exit. You will have 15 mintures to exit the lots.
5. Methods of Payment, Permits
  1. Interac (debit card), VISA, Master Card, American Express, certified cheque or money order are accepted, subject to change without notice.
  2. Payments made by credit card will only be accepted from the named credit card holder. Students may not sign the card on behalf of their parents. Current rate information is available on the Permit Rate Site.
Payroll Deduction
  1. Eligible monthly and bi-weekly paid appointed staff and faculty members may have their parking payments deducted from their pay. Applicants must be appointed employees or employees holding contracts in excess of 36 months duration. Casual employees and those on contract for less than 36 months are ineligible for payroll deduction.
  2. To be removed from payroll deduction, a parking permit must be returned to the Parking Office by the tenth day of the month. Cancellation of deductions will be effective upon receipt of permit at the Parking Office.
  3. Please note: Once a South lot permit is cancelled there is no guarantee of renewal privileges(see section 3.17c for details).
  4. Applications to start and finish deductions must be made at the Parking Office by the tenth day of the month.
  5. Faculty/staff holding minimum 51% appointment at the University of Toronto Scarborough and holding a valid University of Toronto Scarborough parking permit are eligible to purchase Scarborough/St. George parking permits (see section 3.19).
Contract Employees
  1. Contract employees hired for less than 36 months as per the terms of their contract are ineligible for payroll deduction, but may still purchase an North Lot permit if available. Paying by Visa, Master Card, American Express, Interac(debit), certified cheque or money order.
6. Cancellation of Parking Privileges and Refunds
  1. A permit holder may cancel his or her permit at any time by returning the permit to the Parking Office.
  2. Refunds for cancelled permits will be made in accordance with the refund schedule posted in the office and on this web site.
  3. Students must present a valid student card, the original method of payment, and the permit originally sold to their use in order to receive a refund. Refunds made to authorized representatives will be made only by a cheque request, made out to the name and address of the original permit holder.
  4. Faculty and Staff permits must be returned/cancelled when employment is terminated.
  5. A refund schedule is posted at the Parking Office, and will be strictly followed. It is the permit holder's responsibility to return a permit for refund by the stated dates in order to receive a stated refund amount. No exceptions will be made. Permit Replacement
  1. It is the permit holder's responsibility to lock his/her vehicle while on campus, and to safeguard his/her permit against loss or risk of theft at all times.
  2. Any lost, missing, or stolen permits must be reported immediately to Campus Police, and a report form filed with Campus Police staff.
  3. A replacement permit will be provided at the Parking Office upon receipt of a signed Campus Police report and a fee of $30.00.
  4. If original permits are found/recovered within 30 calendar days, the replacement permit's value may be refunded upon presentation of both the original and the replacement permit to Parking Office staff.
  5. Proximity cards that have expired or are reported lost or stolen will be deactivated, denying access to the holder.
Forgotten Permits
  1. It is the permit holder's responsibility to display his/her parking permit properly on his/her vehicle at all times while on University of Toronto Scarborough property. Failure to do so will result in having to pay standard rates each day the permit is not in the vehicle.
7. Parking Enforcement
  1. Parking control officers carry out routine patrols of all parking areas of the U of T Scarborough campus. Parking control officers and Campus Police special constables are authorized by the City of Toronto and the Toronto Police Service’s Parking Enforcement Unit to issue City of Toronto Parking Infraction Notices. Vehicles not displaying either a permit or daily-paid receipt may be ticketed and/or towed at the owner’s expense.
  2. Parking Infraction Notices are issued in accordance with City of Toronto bylaw regulations.
  3. Notes of explanation left in a vehicle will not be accepted in lieu of a permit/receipt, and vehicles will be subject to parking enforcement provisions.
  4. Vehicles that are parked in violation of these Parking Regulations will be ticketed and/or towed and impounded by a commercial towing company, at the owner’s expense. Campers, trailers, boats, etc. parked in any parking lot without permission of the Parking Office will be ticketed and/or towed.
Infraction Notices
  1. Parking Infraction Notices ("parking tickets") are issued by Municipal Law Enforcement Officers, governed by the Toronto Police Service’s Parking Enforcement Unit.
  2. Infractions cannot be "reversed" or "removed" by these officers, Campus Police, or employees of Parking Services.
  3. Procedures for paying infractions or requesting court dates are listed on the back of each ticket.
  4. Parking Services will not issue documentation regarding proof of payment or any other supporting information.

Recovery of Towed Vehicles
  1. Impounded vehicles may be recovered by calling William's Towing at 416-299-8383.
Penalty for Violation
  1. Any vehicle parked in an unauthorized area, fire route, or in a parking lot without a permit or cash ticket, will receive the appropriate Parking Infraction Notice, issued by Municipal Law Enforcement Officers, and may be towed away at the owner’s expense.
  2. Any person found in possession of a forged or stolen parking permit or persons abusing the parking system may be subject to University of Toronto Scarborough sanctions; may be charged criminally; may be denied future parking privileges; and may be required to make monetary restitution.
8. Barrier-free Parking for Person with Disabilities
  1. Designated barrier-free parking spaces in the South Parking lots are available for the use of individuals with a valid, official Accessible Parking Permit issued by a Canadian province or American state. Vehicles parked in these spaces must also display either a valid South Lot parking permit or a valid daily-paid meter receipt.
  2. Any unauthorized vehicles parking in designated barrier-free parking spaces will be ticketed and/or towed at the owner’s expense.
  3. Students may contact the Office of Accessability Services for parking accommodation information; Staff and Faculty may do likewise at the U of T Scarborough Human Resources Services office.
9. University Department Guest and Contractor Information
  1. Information about Visitor Parking for departmental visitors is available at the Parking Office. Visitors are defined as persons not affiliated with the University of Toronto. Departments may make requests, subject to approval using this Departmental Visitor Request form. Requests must be received at the parking office no later than 3:00 pm the business day prior to a visitor’s arrival. No exceptions will be made; if no arrangements are made visitors will be required to pay for parking at available pay stations at standard rates. Visitors to U of T Scarborough may pay at either the South (as space is available) or North parking lots. (Please see Daily Visitor Parking Section).
  2. Conference organizers may purchase North Lot barcode passes for conference and seminar delegates. Conference and seminar coordinators should notify the Parking Office well in advance (minimum of five business days) of the event so that permits can be prepared and available parking space evaluated.
  3. All deliveries for 1265 Military Trail should be made at the receiving tunnel. There is an intercom at the top of the ramp for contact with Central Receiving, or call directly at 416-287-7590. Please use unloading or contract spaces on the campus for other campus addresses (i.e. 1235, 1255 and 1295 Military Trail). All vehicles in violation of the above policy will be issued Parking Infraction Notices.
  4. All contractors accessing University of Toronto Scarborough property must pay the posted daily parking rate. Those working on capital building initiatives may contact Facilities Management for more information.
10. Parking Safety Tips
  1. The University of Toronto is not responsible for loss or damage to a vehicle (motorcycles and bicycles included) and/or its contents, while parked in any University parking lot, regardless of cause.
  2. Should theft or damage occur, notify and obtain assistance from Campus Police 416-287-7398.
  3. Lock your vehicle at all times while parked on campus.
  4. If you are leaving items in your vehicle put them where they cannot be seen.
  5. Before you leave your vehicle look around carefully. For safer passage to/from the parking lots, please use the UTSC Patrol (Walksafer) Service, or ask someone you know and trust to accompany you.
  6. If a vehicle follows yours under the automated gate arms into parking lot, do NOT approach the driver. Please report the incident to Parking Services at 416-287-7576 during business hours, or Campus Police Services thereafter at 416-287-7398, providing a description of the vehicle and the location where it is parked.
  7. Be aware of your surroundings, and report suspicious persons or activities to Campus Police Services at 416-287-7333.
