In preparation for the 2015 Pan/Parapan Am Games in Toronto, Infrastructure Ontario will be constructing a new competitive aquatic centre and multi-sport field house through its Design Build Finance Program. The Pan Am Aquatics Centre in Ward 44 (Scarborough East) has generated Section 37 funds for a new public art work to be commissioned by Infrastructure Ontario. The location chosen for the artwork is positioned at the main/pedestrian entrance to the building along the south side. This location offers high levels of exposure before, during, and after the Pan/Parapan Am Games. The artwork will define the main entrance as the focal point of this new facility, and will support the City of Toronto’s official plan to introduce public art that celebrates the cultural diversity and creativity of our communities. During the Pan Am Games the Public Art will stand as a beacon of Canadian pride and cultural richness interpreted through the eyes of one of Canada's finest artists. Post- Games this work will stand as a University of Toronto Scarborough (UTSC) and City of Toronto legacy piece, which will provide a sense of togetherness, and belonging for the students and surrounding communities. The facility will be located on lands co-owned by the City and the UTSC. The public art will become a valuable addition to the City of Toronto’s Public Art Collection, the UTSC Public Art Collection, and the expansion of the UTSC North Campus.
The Pan/Parapan Am Aquatics Centre will be approximately 28,930 square meters (311,410 square feet) in size. The facility will include space for the Canadian Sports Institute of Ontario (CSIO), for the training and development of high performance athletes, it will replace the recreational amenities that currently service the UTSC Campus, and will serve as a community recreation centre for the City. The facility will include two 50-metre swimming pools, a dive tank, gymnasiums, running and sprint track facilities, minor recreational facilities, offices, ancillary food service and retailing. The overall building height is proposed to range between 10 meters (32.8 feet), and 16.9 meters (55.4 feet).
Infrastructure Ontario views the unique context and parameter of this site as an opportunity to commission an artist or artist team to create a site specific public art work which will match the grandeur of the building and withstand Canadian weather. The art production budget for this project including all fees, materials, technologies, fabrication and installation costs is approximately $550,000.00
For this first stage of the competition, Infrastructure Ontario is inviting local and national artists or artist teams to respond to this Expression of Interest (EOI) by submitting the following:
- Resume(s) in text form
- Artist(s) statement in text form outlining interest in the project and experience
- 6 to 8 digital images of recent, relevant work in the following format:
jpg images on a PC compatible CD-R
each maximum of 1024 x 768 pixels
each resolution of 72 dpi
each maximum of 1 MB
each RGB, sRGB or grayscale colour mode files only (no CMYK)
caption each with number, your name and title of work
- An “Image Information” sheet that details per image: number, artist(s) name, title, date, medium, dimensions. Please be sure the number on the list matches the number of the jpeg image.
- Be sure to label the CD-R with your name.
- If desired, include a stamped, self-addressed envelope for return of submission material.

Late submissions will not be accepted. If mailing your submission please make sure it arrives no later than 5:00 pm on Thursday April 25th.
Please note: Artists are NOT asked to submit proposals at this first stage of the competition.
A short list of 5 artists will be selected during this first stage. These artists will go through an interview process with the Selection Committee. For the second stage of the competition a short list of 3 artists will be paid a fee to develop a project proposal based on a Terms of Reference document provided to him or her. A public open house exhibition of the short listed designs and final design selection will be held at a date and place to be announced.
The public art concept for the Pan Am Aquatics Centre Art Project will be selected through a three stage open competition by a specially convened independent Selection Committee made up of practicing arts professionals and community representatives.
The Pan Am Aquatics Centre Art Project is administered by Infrastructure Ontario in partnership with the City of Toronto, the University of Toronto Scarborough, and the Host Corporation of the 2015 Pan/Parapan American Games.
